If we're to hard reset my phone and then automatically sync it with my gmail account once it's back on, would it only reinstall the apps and things downloaded from the Google Play store? Or would it download all applications that I previously had before the hard reset, thanks in advance!

The setting to have data backed up onto the Google servers is on.

I have a friend who has a Sony Xperia SP and when they hard reset their phone, all the apps that they had installed before the hard reset were automatically queued up and downloaded once the phone was back on.

Is this just because the Google account that they used is linked to Google Play so that all previously installed apps from Google Play are downloaded, or are all apps regardless of where they are from downloaded and updated onto the phone after the hard reset.
