Did you try to perform a test on it? Go to Settings -> Support -> Tests -> Loudspeaker.

I did. The ringtone it plays is at normal volume

I don't know if it is the same issue but after the first android 9 update I've had issues with the speakers volume, only the top speaker works correctly while the bottom speaker starts loud and then the volume drops so low you can barely hear anything if you cover the top speaker. Didn't have this issue with android 8 and it seems to be software related.

Same issue, after the update and the new media services my speakerphone can't be activated when on a call or when video phone is activated. Very frustrating. All other speaker functions work, eg streaming apps or video.
