the volume and brightness controls on my PCG-FR415M do not work. Will using the recovery disc restore them ?
Also on start up I get a message "Windows-disk No disk in drive. Please insert disk "

Yes, may be the recovery utility is the best solution. But remenber saving all your important data.

Try running C:/Utils.exe and see if that restores them. Failing that you'll have to go for the recovery option.

Have a look at your Start Up programmes to see whether anything is trying to access either your optical drive or floppy drive (if you have one).
Click Start > Run and type msconfig and click OK. Go to the Startup tab and have a look down the Command column.
