On the big X10, go to a text input box and long press (keep your finger on the screen) until a box of options appears, including 'Input Method'. From that, you can choose a number of keyboards, including Chinese, which itself includes a handwriting recognition option.
It might be different on the mini, but do try the above unless someone else replies with advice to the contrary specific to the mini.
