Connection time out

When my phone is used with the data connection by my mobile service provider..the google play is inaccesseble I get the connection time out message,,need help I tried my connection in both 3g and 4g modes but i get the same message...and also when accessing the chrome also same thing happens...

You have poor network coverage

turn on your data and go to 

settings > about phone > status > check signal strength and post the results.

tis there a similar way to see the wifi signal strength?
