Create Touch isn't available in all areas or on all carriers. Where are you in the world? Tbh its not much of an application, kind of lets you draw on/modify your own wallpapers, so you aren't missing much.
On the internet thing do you mean use your phones internet access whilst on your PC? There are ways to do it, it's called wifi tethering but I have a feeling that you have to be rooted to do it and that is a whole other can of worms.
