wifi hotspot tethering not working

I am using sony xperia LT28at & android version is 4.0.4

the proble is while trying to on the portable wi-fi hotspot

showing the message " a temporary network problem is

preventing the mobile hotspot function from being enabled.

please retry later"

please help me to resolve the problem

but if i inserted my sim in another mobile it is working
