Why can't i send or receive a picture in the messages app (not messenger)

Hi @andrew49, let me see if I can help out here!

Do you receive any kind of error message when you try to send a MMS or when you receive a MMS? Also, have you checked whether the mobile data is activated? 

In Android 8 and 9 you must have mobile data enabled to be able to send and receive MMS. In previous versions of Android, mobile data could be enabled temporarily for incoming and outgoing MMS messages. To enable mobile data, find and tap Settings > Network & internet > Data usage > Enable Mobile data.

In addition to this, you might need to download your service provider APN settings. To do this, find and tap Settings > Network & internet > Tap Internet settings > Tap "Accept" > Restart the phone once the download has finished.

I spent an hour in a chat session trying to sort this out, and what you suggested,was also suggested by them, but it still didn't work,i could get to the APN page but couldn't even edit or choose an APN, even resetting the network didn't work, eventually a call to my service provider and then onto technical support couldn't even sort it out, so they are sending me a new SIM card, with which i have to go to my nearest phone store and get them to install and test the phone
