To my knowledge, Google Play Store is not available in China which is likely why it is missing from a device which belongs to the Chinese market and has Chinese software installed. I will request information regarding this internally in order to get some information regarding the Google Play Store and if there is an equivalent available. I'll write you back as soon as I know more. However, it would also be wise to get in touch with our Local support team in China, as they are experts on that specific market.

Are you located in China and bought the device there, or do you have a device imported from China? I'm afraid that I do not have a way for you to change the device software to a different market.

What Emir said is correct, the moment you set locality to Chinese, or the phone comes via Chinese vendor, Google services are disabled due to ongoing security cases between China and Google.
To fix this, either flash a non Chinese firmware or set locality to somewhere else.
