Enable Fn Keys

I do not have the Fn keys working eg n+ F2 does not mute etc. However Fn+NumLk does toggle OK. The Fn + arrows keys does PgUp/PgDown etc.
What I really want to do is Fn+F7 to toggle the dispaly setting.

Is there a config setting to enable all the Fn + n keys?
