Sticky Fn Key?? How do i disable this notification?

This keeps bothering me . As it says, whenever i press the Fn key 5 times it pops up bothering me. Ive been to the settings but cant find a way to tell it to never bother me again.

The problem arises because i use the Fn + Down arrow on websites for scrolling down.

Sounds like it could be fixed with a registry key or something but i have no idea

Make sure you have the accessability options off in Control Pannel > accessability.

Which options exactly? I think i have been through all of that menu and made sure none of the sticky keys 'shortcuts' are enabled

I think there's a thing about sticky keys.

Yes, there are about 3 different types of stick keys but i have gone through them all and unchecked/disabled all of them but it seems to have no effect on the function key

Plus I don't see anything relevant on Google
