Z3 Tablet Compact doesn't have "Charging Optimization", why?

Subject says it all. I have a Z3 phone and a Z3 Tablet Compact. The Android AND firmware are the same, but under "settings > about > status" I don't have "charging optimization", which I would pretty much like to use.

Why is that?

My Z5 does but Z3 Tablet Compact doesn't...
